The Town of Berkshire Town Board held their regular monthly meeting on August 15, 2006 in the Town Hall.

 

Meeting called to order at 7:00 PM by Supervisor Hoffmier.

 

Board members present were: Dennis Whittaker, Albert Warner, Jr., Trudy Bentley, and Audrey Payne.  Absent was Karl Spoonhower Sup’t of Hwys.

 

The meeting was opended with the Pledge of Allegiance lead by Supervisor Hofffmier.

 

Correction to the minutes of July by Supervisor Hoffmier: under Old Business the expiration of Assessor Raison term is Sept. 2007. And the word ORPS was spelled incorrectly.  Motion to accept as corrected was made by Audrey Payyne seconded by Trudy Bentley.  Carried.

 

Co. Legislator -- absent

 

REAP—Larisa absent.  Put on agenda for September meeting.

 

Privilege of floor—Tim Taylor wanted to know how Karl made out with FEMA.  Karl is to meet with FEMA on Wednesday.

Bill Simmons tells about raffle tickets being available and that Hertiage Day is Sept. 10, 2006.

 

                                                                Communications and Petitions

 

NIMS Newsletter left to be read National Incident Management System.

Planning boaard minutes for May passed and left to be filed.

Code report from Mike Dopko was left for filing.  Went on violator’s tour with Joe, has been attending classes to retain classification.

Marzolinl letter stating that he is an organic farmer.  Doesn’t want any spraying done near his place.

NYMIR Loss Report—passed to board.

Scott Smith Co-Op Program—they are in the northern Tioga Co. Chamber of Commerace and are offering a discount to all members.

Storm water regulations –conference.

Ray Meier running for Congress seat will be in town on 8-22-06 3-4 PM.       

 

                                                                Reports

 

Co. Planning Board—absent

Highway –Karl sent report— patched holes on Rejmer Rd., Oil and Stoned Brown Rd., Replaced pipe on Akins Rd. and Jim Ceurters driveway  (Town road).  Hoping to complete Shirley Road this week.

        Gravel pit in Richford working out well.   New loader hasn’t arrived as yet.

Code enforement –absent-- report read under Communicaations and Petitions.

Planning Board—absent

 Clerk passed report.             .   

Justice Report—absent.

Dog control—nothing, been handling on the phone any complaints.

Committee reports—Audrey Payne says the Comptroller office says the in house audits are to be done by the whole board and not just one person.

Supervisor report—left cash flow reports and will begin work on 9-19-06 the tentative budget.

                                                Old Business

       

        Reassessment—Should wait until term is up let it set a year and gets into the budget.and get data collection done by Sept.  Don’t get locked into a situation that we can’t get out of.  Needs to turn in all information to the Town it is ours.

        Junk Car Updated law. Ad into paper and public hearing for 9-19-06 at 6:30 PM.

        Vylasic Trailer—Joe sent a certified mail and return receipt request this time.  Not back as yet.

        Board of Ethics—Do we need one?  Table until Sept.

        Brown Road—a Newark Valley resident wants to get the Speed limit lowered.  Has approached the N V Board they told her to get a petition and bring to them and then the State will be approached.  Amanda Wilson 780 Brown Rd.  Supervisor Hoffmier to get back to her with a letter.

       

                                                                New Business

 

FEMA application –Karl needs to have a Plan of Action and has submitted an application.

 

 

                                                                Warrants:

 

General  #109 – 125 $5,970.32

Highway #115 – 133  $33,828.28

 

Trudy Bentley says on General #114 it's over by 6 cents.  Go ahead and pay watch next month for a credit of that amount.  And #122 Highway has a gas slip missing.  Hold voucher until Karl submits it.

 

Motion to pay with those stipulations was made by Trudy Bentley seconded by Audrey Payne.  Carried.

 

 

Motion to adjourn at 7:50 PM was made by Trudy Bentley seconded by Albert Warner Jr.  Carried
